Windsor's Spring Clean-Up Days run just two days a year (May 15-16, 2026, at the Public Services Campus, 922 N. 15th St.) and are limited to Windsor Water Utility customers with a voucher - accepted items are mostly yard waste, branches under 4 inches, and electronics, so furniture and remodel debris still need a rented dumpster.
The Town of Windsor provides no municipal trash or bulk-item pickup; residents contract with one of roughly five private haulers, and bulky-item service varies by company - a roll-off is the standard fix for cleanouts and big projects.
Windsor is in the middle of a construction boom, with active building in RainDance, Prairie Song, The Ridge at Harmony, and Water Valley, keeping steady demand for construction and roofing roll-offs.

Population roughly doubled since 2010, driving constant new-construction, landscaping, and move-in/move-out debris volume.

If a roll-off sits entirely on private property such as a driveway or jobsite, Windsor requires no permit; placing one in the street or any public right-of-way requires a Right-of-Way Occupation Permit from the Town of Windsor's Engineering Division (200 N. 11th St.). The town's Engineering and Public Works Permits page specifically lists placement of a dumpster in the street as an example requiring an Occupation Permit. Unlike neighboring Loveland, which runs its own city trash utility, Windsor has no municipal trash service and no exclusive hauler contract - about five licensed private haulers operate in an open market, so third-party roll-off companies can deliver freely town-wide (the town studied changing its hauling model in 2024-2025, but no franchise restriction has been adopted).
